【2021/05/31 ── NIA Announces Authorized Residency or Stay Relief Measures Due to COVID-19】
In light of the recent Central Epidemic Command Center (CECC) announcement on the extension of Taiwan's nationwide Level 3 COVID-19 alert to June 14, 2021, the National Immigration Agency (NIA) has subsequently announced the following relief measures for eligible foreign nationals in Taiwan, to protect their rights and health.
1) Those who hold a valid Alien Resident Certificate that is about to expire, will be granted an automatic 30-day extension without limit on the number of times until the CECC announces lowering the nationwide alert to Level 2. They should visit the NIA’s local service centers in person and apply for an extension within 30 days after the downgrade of the alert level.
2) Visitor visa holders whose visas are expiring and ARC holders who have no grounds for extending their residency but have been approved for an extension of the deadline to leave Taiwan, are not required to visit the service centers in person to apply for an extension. They will not be regarded as overstaying even if they fail to leave Taiwan before the deadline. However, they have to visit the NIA’s local service centers in person and apply for extension within 10 days starting from the day after the alert level returns to level 2 to avoid becoming unlawful.

The NCL provides "Document Delivery Service (DDS)" during the epidemic prevention period. From now on, the general public and visiting scholars can make DDS requests online, and the NCL will have the requested document delivered to your address.

【2021/05/17 ── Taiwan to temporarily bar non-R.O.C. nationals without ARC and transit travelers from entering Taiwan】
Taiwan would implement new entry restrictions and measures listed below beginning 00:00 am on May 19 (departure time at the airport of departure).
A. Non-R.O.C. nationals without a valid Alien Resident Certificate (ARC) will be temporarily barred from entry. Exceptions may be made for individuals who obtain entry permission for emergency or humanitarian reason.
B. Transit travelers will be temporarily barred from entry.
The above-mentioned measures will be effective from May 19 to June 18 and will be adjusted on a rolling basis based on the status of the pandemic and effectiveness of those measures.
To Taiwan Fellowship scholars: If you would like to adjust your research period, please inform your local ROC (Taiwan) embassy or representative office, and also let us know.
Please also note that traveling out of Taiwan for more than 14 days in a month will result in suspension of the grant for that month.

【2021/05/15 ── CECC raises epidemic alert level for Taipei City and New Taipei City to Level 3】
Measures imposed on Taipei City and New Taipei City, which are under a Level 3 epidemic alert, effective from May 15 to May 28, are listed below.
1. Closure of leisure and entertainment venues and other venues listed below:
Sports and exhibition venues: exhibitions, movie screening venues (cinemas and theaters), auditoriums, gymnasiums, performance venues (music halls, performance halls, museums, galleries, exhibition halls, historical relic museums, and memorial halls), activity centers, indoor ice rinks, indoor swimming pools, amusement parks, amusement arcades for children and similar venues.
Educational facilities: community colleges, senior learning centers, training centers, study centers, social educational institutions (libraries, social education halls, science education halls), senior centers and other similar venues.
2. Wear a mask outdoors;
3. Avoid unnecessary movement, activities or gatherings;
4. All family or social gatherings involving over 5 people indoors or 10 people outdoors are suspended;
5. Self-health monitoring (those with symptoms should seek medical attention)
6. Business venues and places where personal business is conducted should implement crowd and flow control and enforce the wearing of masks and social distancing;
7. Workplaces should follow the epidemic prevention rules in the Guidelines for Enterprise Planning of Business Continuity in Response to the Coronavirus Disease 2019, and put individual and work place health management mechanisms into action, as well as measures to maintain business continuity (like working in multiple offices, distance working and flexible working hours);
8. Food and beverage vendors should use epidemic prevention measures, such as contact-information registration, social distancing and dividers. Those that cannot adopt those measures are urged to offer take-out services;
9. Weddings and funerals should implement contact-information registration, social distancing and enhanced disinfection;
10. Enhanced disinfection of public places and public transport.

【2021/02/25 ── Entry restrictions for foreigners】
Beginning March 1, 2021, foreign nationals who wish to travel to Taiwan for reasons other than tourism and regular social visits may apply for a special entry permit with an R.O.C. overseas mission by submitting relevant documents and forms.
To continue to safeguard domestic antipandemic efforts, all inbound and transit travelers to Taiwan are required to provide a COVID-19 RT-PCR negative test report issued within three working days of their incoming flight's scheduled departure time. Travelers should also log into the Quarantine System for Entry ( http://hdhq.mohw.gov.tw/ ), use their mobile phone to fill out the health declaration form prior to their departure, and make an affidavit stating that the location of their intended 14-day home quarantine in Taiwan (to be conducted in a quarantine hotel or in a home with one person per residence) meets relevant regulations. These conditions are subject to change and may be adjusted as circumstances require.

【2020/12/30 ── Entry restrictions for foreigners to Taiwan in response to COVID-19 outbreak】
Given the continued severity of COVID-19 worldwide and in order to secure domestic antipandemic efforts and ensure public health, the Central Epidemic Command Center (CECC) announces that beginning January 1, 2021, at 00:00 (local time at the airport of departure), entry restrictions and quarantine regulations for foreign nationals will be tightened. Foreign nationals meeting the criteria below will be allowed entry:
1. Alien Resident Certificate holders;
2. personnel on diplomatic or official business, persons who can prove they are fulfilling commercial and contractual obligations, or persons admitted for special humanitarian reasons;
3. spouses and minor children of R.O.C. nationals or Alien Resident Certificate holders;
4. other persons requiring special permission.
The aforementioned persons requiring special permission refer to those who have received approval from R.O.C. central competent authorities or agencies, such as white-collar workers, migrant workers, and foreign students.
In addition, foreign nationals who obtained special entry permits on or before December 30, 2020, from R.O.C. overseas missions will still be allowed entry.
Beginning January 15, 2021, at 00:00, apart from the original requirement of providing a COVID-19 RT-PCR test report issued within three days of boarding, arriving travelers must also provide proof of the location of their intended quarantine. In principle, travelers should quarantine at a group quarantine facility or quarantine hotel; those who choose to quarantine at home must sign an affidavit declaring they have met the requirement of one person per residence. The CECC will further adjust entry restrictions and quarantine regulations in response to global pandemic developments and the effectiveness of antipandemic measures. (E)

From December 1, people must wear masks in the following eight types of public venues:
1. Healthcare facilities
2. Public transportation
3. Places of consumption
4. Learning places
5. Sports and exhibition venues
6. Entertainment venues
7. Religious and worship places
8. Offices and business venues
🐶 Members of the public who do not wear a face mask as required and refuse to wear a mask after being advised to do so will be fined not less than NT$3,000 and no more than NT$15,000.
🐶 If people need to dine at the above-mentioned public venues, as long as social distancing is maintained or partitions are installed inside those locations, people can take off their masks temporarily while eating.
🐶 In outdoor venues where large crowds gather or in public large-scale outdoor events, proprietors or management units of such venues are advised to manage and control crowds based on the total number of people at these venues.

The Fall-winter COVID-19 Prevention Program will be launched on December 1:
A. Border quarantine: all travelers coming to Taiwan and transit passengers are required to provide a certificate of a negative COVID-19 RT-PCR test result issued within three days prior to boarding the flight to Taiwan.

The 2019 novel coronavirus caused a rising issue of mask.
Scholars who hold the Alien Resident Certificate (ARC) shares the same mask rationing as Taiwan citizen: two masks per week. For buying masks, please bring your ARC card for identification.
*Certificate number ends with odd number can buy masks on Monday, Wednesday, Friday and Sunday.
*Certificate number ends with even number can buy masks on Tuesday, Thursday, Saturday and Sunday.

【2020/02/04──Entry restrictions and visa control measures】
Starting February 7, 2020, the Republic of China (Taiwan) will implement entry restrictions and visa control measures on foreign nationals who have visited or resided in the People’s Republic of China (PRC) in the previous 14 days.
In response to the expanding novel coronavirus outbreak, as well as to safeguard public health security and strengthen management of the flow of people entering Taiwan, the Taiwan government will adopt the following measures for foreign nationals seeking to enter the country:
1. In general, starting February 7, 2020, foreign nationals who have visited or resided in the PRC over the past 14 days before they arrive in Taiwan will be prohibited from entering Taiwan (including those who are eligible for visa-free treatment, landing visas, and e-visas, as well as those carrying valid visas).
2. However, foreign nationals seeking to enter Taiwan for special reasons may apply for an entry visa as long as they have not visited or resided in areas in the PRC severely affected by the novel coronavirus outbreak (level 1 and level 2). When applying for such a visa, foreign nationals must provide the following documents in order for the Taiwanese overseas mission to process the application in accordance with relevant regulations:
2.1. Complete travel history comprising the previous 14 days. (Applications submitted by those who have been to severely affected areas in the PRC during this period will not be accepted.)
2.2. Certificate of a health checkup conducted in the previous seven days showing that the applicant does not have a fever of 38 degrees Celsius or higher and is not suffering from respiratory tract or lung infections.
2.3. Signed affidavit stipulating that the applicant shall immediately notify health authorities in Taiwan when experiencing any symptoms detailed in paragraph 2.2.
2.4. Other documents required for entry visas to Taiwan based on the purpose of visit.
3. Foreign nationals possessing a valid Taiwan Resident Certificate who have visited or resided in the PRC in the previous 14 days shall self-isolate at their home and carefully monitor their health for a period of 14 days after returning to Taiwan.
4. The aforementioned measures may be adjusted or updated based on the development of the novel coronavirus outbreak.
