The Center and the Chulalongkorn University co-hosted an online Taiwan Lecture on Chinese Studies. Lecturer Arm Tungnirun of the Faculty of Law at Chulalongkorn University and Benjamin Zawacki, senior program specialist at The Asia Foundation, were invited to deliver the lecture entitled “China-US Geopolitics in the 21st Century.”

The Center and the University of Zurich co-hosted a Taiwan Lecture on Chinese Studies. Prof. Song Hwee Lim of the Chinese University of Hong Kong was invited to deliver the lecture entitled “Taiwan Cinema As Soft Power: Authorship, Transnationality, Historiography.”

The Center and Collège de France in Paris co-hosted an online Taiwan Lecture on Chinese Studies. Prof. Marta Hanson of the Department of History of Medicine at Johns Hopkins University was invited to deliver a lecture, entitled “’Grasping Heaven and Earth’ (Qian Kun zai wo): The Healer’s Hand in Classical Chinese Medicine.”

The Center hosted “Workshop for Young Sinologist”. The workshop contains a keynote speech, five lecture courses, two guided tours within NCL and a full day trip to two major historical sites in Taipei.

The Center, European Association for Chinese Studies and Palacký University in Olomouc co-hosted a Taiwan Lecture on Chinese Studies. Prof. Julie Yu-Wen Chen of Chinese Studies at the University of Helsinki was invited to deliver the lecture entitled “The Uyghur Issue.”

The Center and the Leipzig University Library co-hosted a Taiwan Lecture on Chinese Studies. Prof. Kai Marchal of the Department of Philosophy at the National Chengchi University was invited to deliver the lecture entitled “Vom Wert der Selbstlosigkeit – Überlegungen zu Ernst Tugendhats Modell einer gegenwärtigen Mystik.”

The Center and the Faculty of Linguistics at Casimir the Great University(Poland)co-hosted 2 online lectures on “Sinologists in Bydgoszcz: The 1st International Conference on Chinese Languages, Literature, and Culture”. Prof. Chinfa Lien and Dr. Zhengdao Ye were was invited to deliver online lectures. Prof. Chinfa Lien is Professor of Linguistics in the Graduate Institute of Linguistics at National Tsing Hua University, Taiwan. Dr. Zhengdao Ye is a Senior Lecturer in the School of Literature, Languages and Linguistics at the Australian National University.

The Center and the Association for Taiwan Literature co-hosted “Advancing into the World: Lectures of Taiwan Literature Abroad” Famous Taiwanese literary writers, such as Badai, Yao-Chang Chen, Li Ang, Wu Sheng, Kexiang Liu Lai Xiangyin and etc. were invited to deliver online lectures.

The Center and the Research Center for Chinese Cultural Subjectivity at National Chengchi University co-hosted “2022 Sinophone Studies in Europe and the Americas International Young Scholars Conference.”

The Center and College of Liberal Arts at National Sun Yat-sen University co-hosted “Study of Young Sinology: Interview Series with International Sinologists.”

The center hosted thw workshop on “ Newsletter for Research in Chinese Studies and the Digital Age ” Director kuo-Li Pi of the National Central University Graduate Institute History was invited to deliver a speech and presented his research experience.

The Center , Australian National University and Australasian Taiwan Studies Association co-hosted a conference on “Taiwan Update: Positioning Taiwan in the World.”

The Center , Australian National University and Australasian Taiwan Studies Association co-hosted an online Taiwan Lecture on Chinese Studies. Prof. John Fitzgerald at the Swinburne University of Technology in Melbourne was invited to deliver the lecture entitled “Fifty years of National Shame(國恥)or Century of Humiliation(百年恥辱)? Resentment, Shame and Legitimacy in the Political History of Modern China.”

The Center and the Oriental Institute of the Czech Academy of Sciences co-hosted an online Taiwan Lecture on Chinese Studies. Prof. Chris Berry of Film Studies at King’s College London was invited to deliver the lecture entitled “Taiwanese-Language Cinema as an Alternative Cinema of Poverty.”

The Center and the National Library of Latvia co-hosted an online Taiwan Lecture on Chinese Studies. Director Hui Wen Lu of the Graduate Institute of Art History at National Taiwan University was invited to deliver the lecture entitled “Wild Cursive Calligraphy, Poetry, and Buddhist Monks in the Eighth Century and Beyond.”

The Center and the Library and Information Centre of the Hungarian Academy of Sciences co-hosted an online Taiwan Lecture on Chinese Studies. Associate Research Fellow Hsiang-Yin Sasha Chen at the Institute of Chinese Literature and Philosophy, Academia Sinica, was invited to deliver the lecture entitled “Master, Mara and the Mad Man: Absorbing Russia and the East Europe in the Prose of Lu Xun.”

The Center and the University of Texas at Austin co-hosted an online Taiwan Lecture on Chinese Studies. Associate Research Fellow Chihming Wang at the Institute of European and American Studies, Academia Sinica, was invited to deliver the lecture entitled “Rearticulations: Hundred Years of Foreign Literature Studies in Taiwan.”

The Center and College of Liberal Arts at National Sun Yat-sen University co-hosted the “Trans-cultural Sino-Island: Global Sinology Forum at National Sun Yat-Sen University.”

The Center hosted the 40th Anniversary Celebration of the Center for Chinese Studies and an academic forum on ” Cultivation and Growth: Retrospect and Prospect of 40 Years of Chinese Studies in Taiwan.”

The Center published A Flourishing Four Decades of Chinese Studies in Taiwan(1981-2021): A Review and Outlook.

The Center and the Kyoto University co-hosted an online Taiwan Lecture on Chinese Studies. Prof. Jui-sung Yang of the History Department at National Chengchi University was invited to deliver the lecture entitled “Sick Man of East Asia” in the Collective Memory of Modern China.”

The Center and the University of Social Sciences and Humanities, Vietnam National University: Ho Chi Minh City (VNU-HCM) co-hosted an online Taiwan Lecture on Chinese Studies. Prof. Yi-Yuan Chen of the Department of Chinese Literature at National Cheng Kung University was invited to deliver the lecture entitled “Encountering Vietnam: An Interdisciplinary Perspective from Taiwan and Kinmen.”

The Center and the Ghent University in Belgian co-hosted an online Taiwan Lecture on Chinese Studies. Professor Pei-ying Lin of The Department of Religious Studies at Fu Jen Catholic University was invited to deliver the lecture entitled “On the Materiality of the Cultural Identity of the Tang Dynasty: East Asian Buddhist Networks behind a Royal Portrait.”

The Center, Tateuchi East Asian Library at University of Washington and University of Washington Taiwan Studies Program in USA co-hosted an online Taiwan Lecture on Chinese Studies. Director Hsue-hchi Hsu of the Institute of Taiwan History at Academia Sinica was invited to deliver the lecture entitled “The Current Status and Development of the Studies of Taiwan History.”

The Center and Cheng Yu Tung East Asian Library of the University of Toronto in Canada co-hosted an online Taiwan Lecture on Chinese Studies. Director and Associate Professor Awi Mona (Chih Wei Tsai) of Law and Indigenous Studies at National Dong Hwa University was invited to deliver the lecture entitled “National Apology and Reinvigoration of Indigenous Rights in Taiwan.”

The Center and the School of Oriental and African Studies at University of London co-hosted an online Taiwan Lecture on Chinese Studies. Professor Chao-Ju Chen of College of Law at National Taiwan University was invited to deliver the lecture entitled “Marriage on the Road to Equality: A Taiwan Story.”

The Center published Daoism and Local Cults: Rethinking the Paradigms.

The Center and the Tel Aviv University in Israel co-hosted an online Taiwan Lecture on Chinese Studies. Professor Sean Hsiang-lin Lei of Institute of Modern History at Academia Sinica in Taiwan was invited to deliver the lecture entitled “The Dawn of Western Science as Cultural Authority in China: Tianyanlun( On Heavenly Evolution) in the Post-1895 Debate over Preserving China’s Dogma.”

The Center and the Institute of Oriental Studies of Russian Academy of Sciences in Russian co-hosted an online Taiwan Lecture on Chinese Studies. Professor Chih-yu Shih of the Department of Political Science at National Taiwan University was invited to deliver the lecture entitled “In the Intellectual History of China Studies: Colonialism, Religion, and Their Post-Chinese Consequences.”

The Center and the University of Edinburgh in the United Kingdom co-hosted an online Taiwan Lecture on Chinese Studies. Director Chao-Lin Liu of Department of Computer Science at National Chengchi University Director was invited to deliver the lecture entitled “A Distant Exploration of Literary Writings and Historical Documents in Classical Chinese.”

The Center, Nordic Institute of Asian Studies in Germany and Taiwanese Feminist Scholars Association co-hosted a virtual conference on “Gendering Transformations: Feminist Knowledge Production and Trans/national Activist Engagement”.

The Center; the Monumenta Serica Sinological Research Center and the Department of Religious Studies at Fu Jen Catholic University; Monumenta Serica Institute in Sankt Augustin, Germany, and the Chinese Studies Department of University of Warsaw co-hosted an international conference on “Encounter between Christianity and Daoism: Classics, Interpretation and Dialogues and the Young Scholars Forum on “Cross-Cultural Dialogue in Sinology.”

The Center and Universiti Tunku Abdul Rahman co-hosted a session of “Taiwan Lectures on Chinese Studies.” Yeh Chen-fu, professor at the Department of Chinese Literature, National Central University, was invited to present “The Gastronomy and Poetry of Su Dongpo ” 蘇東坡的飲食詩學.

The Center and California State University, Los Angeles, co-hosted a session of “Taiwan Lectures on Chinese Studies.” Joyce C. H. Liu, professor at National Chiao Tung University, was invited to present “Aestheticization of Neoliberal Capitalism versus the Politics of Aesthetics: On the Artistic Intervention by Xu Bing and Chen Chieh-Jen.”

Tseng Shu-hsien, general director of the National Central Library, was invited to the “Sinology—Chinese/China Studies—Guoxue: Their Interrelation, Methodologies, and Impact” international conference, co-hosted by Monumenta Serica Institute, Sankt Augustin, and Monumenta Serica Sinological Research Center, for a paper presentation.

The Center and the University of Ljubljana co-hosted the “Taiwanese Philosophy and the Preservation of Confucian Tradition” international conference. 23 Taiwanese and foreign scholars in related fields were invited to present. Also, the “Taiwanese Philosophy and the Preservation of Confucian Tradition” book exhibition was organized in concert with the conference. More than 100 publications and volumes concerning related topics were showcased to introduce the academic achievement of Taiwanese research in the field.

The Center and the National Library of Mongolia co-hosted a session of “Taiwan Lectures on Chinese Studies.” Wang Ming-sun, emeritus professor at Chinese Culture University, was invited to present “Yuan Dynasty Mongolia’s Rule and Control of China in the Yuan Dynasty.”

The Center and Sapienza University of Rome co-hosted a session of “Taiwan Lectures on Chinese Studies.” Chiung-yun Liu, associate research fellow at the Institute of Chinese Literature and Philosophy, Academia Sinica, was invited to present “When Fantastic Narrative Encounters Empirical Knowledge——Imagining the World in The Record of Eunuch San-Bao’s Voyage to the Western Ocean.”

The Center and Università Ca' Foscari Venezia co-hosted a session of “Taiwan Lectures on Chinese Studies.” Chiung-yun Liu, associate research fellow at the Institute of Chinese Literature and Philosophy, Academia Sinica, was invited to present “Loyalty in Print——Forming and Transforming Moral Paragons in Riji gushi (Stories of the Past to be Remembered Daily).”

Center staff attended the AAS annual conference in Denver to organize a book exhibition. More than 300 publications, volumes, and DVDs were showcased.

The center and the University of Leipzig in Germany co-hosted a conference on “Daoism and Local Cults: Rethinking the Paradigms.” Thirteen papers were presented at the conference.

Professor Fong-mao Lee of the Center for the Study of Chinese Religions at National Chengchi University was invited to deliver a lecture, entitled “Expelling Plagues and “Patrolling on Behalf of Heaven”: Two Different Explanations of Plagues Between Daoism and Confucianism.”

The center and the University of Oxford in the United Kingdom co-hosted a Taiwan Lecture on Chinese Studies. Director Siao-chen Hu of the Institute of Chinese Literature and Philosophy at Academia Sinica was invited to deliver a lecture, entitled “Representing Ethnicity in Ming-Qing Literary Imagination.”

The center and the School of Oriental and African Studies at the University of London in the United Kingdom co-hosted a Taiwan Lecture on Chinese Studies. Professor Herng Su of the College of Communication at National Chengchi University was invited to deliver a lecture, entitled “Populism, Social Media and 2018 Mayoral Election in Taiwan.”

The center and Chulalongkorn University in Thailand co-hosted a Taiwan Lecture on Chinese Studies. Professor Pei-hsiu Chen of the Department of Southeast Asian Studies at National Chi Nan University was invited to deliver a lecture, entitled “Thai Studies and Thai Images in Taiwan.”

The 22nd Biennial Conference of the European Association for Chinese Studies (EACS) was held from August 29–September 1 at the University of Glasgow in the United Kingdom. The center held a book exhibition and displayed 312 outstanding titles of publication (327 volumes) and other multimedia resources in Chinese and Taiwanese studies published domestically in the last three years. Afterwards, the titles were gifted to the University of Glasgow and the University of Edinburgh.

The center and Yonsei University in South Korea co-hosted a Taiwan Lecture on Chinese Studies. Professor Ping-Tzu Chu of the Department of Chinese Literature at National Tsing Hua University was invited to deliver a lecture, entitled “Research and Education of the Digital Humanities in Taiwan.”

The center and Kyoto University in Japan co-hosted a Taiwan Lecture on Chinese Studies. Professor Ping-Tzu Chu of the Department of Chinese Literature at National Tsing Hua University was invited to deliver a lecture, entitled “The Digital Humanities in Taiwan: Past, Present and Future.”

The center and the Oriental Institute of the Czech Academy of Sciences co-hosted an international conference on “Manipulating the Media: News and ‘Fake News’ in China since Early Modern Times.” Fifteen papers were presented at the conference. Academician Wang Fan-sen of Academia Sinica was invited to deliver one of two keynote addresses, entitled “Public Opinion and Society in the Ming-Qing Period and Onwards.” Professor Daniela Stockmann of the Hertie School of Governance in Germany was invited to deliver the second keynote address, entitled “What is Fake News in the Digital Age?”

The center and the University of Ljubljana in Slovenia co-hosted a Taiwan Lecture on Chinese Studies. Professor Hsien Chung Lee of the Department of Philosophy at National Taiwan University, vice president of the College of Liberal Arts, was invited to deliver a lecture, entitled “Study on Pre-Qin Confucianism and Mohism from the Perspective of Thought Units.”

The center and the Hungarian Academy of Sciences co-hosted a Taiwan Lecture on Chinese Studies. Research Fellow Rwei-ren Wu of the Institute of Taiwan History at Academia Sinica was invited to deliver a lecture, entitled “Caught between Empires: Democracy and Nation-state Formation in Taiwan.”

The 77th annual meeting of the worldwide Association for Asian Studies (AAS) was held from March 22–25 in Washington, D.C. The center held a book exhibition and displayed 305 outstanding titles of publication (320 volumes) in Chinese and Taiwanese studies published domestically in the last three years. Afterwards, the titles were gifted to the University of North Carolina-Chapel Hill.

The center and the Oriental Institute of the Academy of Sciences in the Czech Republic co-hosted a Taiwan Lecture on Chinese Studies at Charles University. Research Fellow Ming-huei Lee of the Institute of Chinese Literature and Philosophy at Academia Sinica was invited to deliver a lecture, entitled “Confucian Humanism and Religion.”

The center and the Bavarian State Library in Germany co-hosted a Taiwan Lecture on Chinese Studies. Research Fellow Ming-huei Lee of Academia Sinica was invited to deliver a lecture, entitled “Ist der Konfuzianismus eine Religion.”

The center and the Institute of Chinese Studies at the Universiti Tunku Abdul Rahman (UTAR) in Malaysia co-hosted the “International Conference on Sinophone and Writing Southeast Asia: Literary and Cultural Representations from Taiwan, Malaysia, and Singapore” at UTAR’s Sungai Long campus. Fourteen papers were presented at the conference. Academician David Der-wei Wang of Academia Sinica was invited to deliver the keynote address, entitled “Reconstructing Images of Southeast Asia: The Confrontation between Theories and Stories.”

The center and University of Illinois at Urbana-Champaign (UIUC) in the United States co-hosted a Taiwan Lecture on Chinese Studies. Professor Kai-Wing Chow of UIUC was invited to deliver a lecture, entitled “Printing Technology, Book Culture, and the World of Print in Imperial China.”

The center and the University of Toronto in Canada co-hosted a Taiwan Lecture on Chinese Studies. Professor Ru-Shou Chen, chair of the Department of Radio and Television at National Chengchi University, was invited to deliver a lecture, entitled “Taiwan Cinema and the Spectre of the Martial Law.”

The center and the University of Tokyo in Japan co-hosted a Taiwan Lecture on Chinese Studies. President Wu Mi-cha of Academia Historica was invited to deliver a lecture, entitled “Research on Government Archives and Taiwanese History.”

On May 18, 2017, the National Central Library (NCL) and Jagiellonian University in Poland co-hosted a Taiwan Lectures on Chinese Studies. Professor Lawrence C. H. Yim of the Department of Chinese Language and Literature, and director of the Research Center for Classical Chinese Poetics at the Chinese University of Hong Kong, was invited to deliver a lecture, entitled “Wu Weiye’s (1609-1672) ‘Song of the Lute’: A Mourning Song for the Fallen Country.”

The center and the Russian Academy of Science Institute of Oriental Studies co-host a Taiwan Lecture on Chinese Studies. Professor Michael Shi-yung Liu, a research fellow of the Academia Sinica Institute of Taiwan History delivers the lecture, entitled “Digital Resources and Taiwan Studies.”

On April 27, 2017, the National Central Library (NCL) and Vietnam National University Ho Chi Minh City’s University of Social Sciences and Humanities co-hosted a Taiwan Lectures on Chinese Studies. Professor Wu Tien-tai of the Department of Ethnic Relations and Cultures at National Dong Hwa University was invited to deliver a lecture, entitled “The Cultural Practice of Taiwan’s Indigenous Education Policy.”

The 76th annual meeting of the worldwide Association for Asian Studies (AAS) was held on March 16-19 at the Sheraton Centre Hotel in Toronto, Canada. NCL’s Center for Chinese Studies and its cooperating partner, the Chiang Ching-kuo Foundation for International Scholarly Exchange (CCKF), participated in the book exhibition and displayed 385 outstanding titles of publication (414 volumes) in Chinese and Taiwanese studies published in the last three years.

Ms. Keng Li-chun takes over as the center’s deputy director, and also as acting director of the National Central Library’s International Cooperation Division. Dr. Huang Wen-de takes over from her as head of the center’s Liaison Division. Mr. Chang Wei-tung takes over from her as head of the center’s Materials Division.

The center, the Taiwan Heritage Society and the Chang Wei-shui Cultural Foundation, co-host “Knowledge Nourishment and Cultural Power: Symposium to Commemorate the 95th Anniversary of Chiang Wei-shui’s ‘Clinical Notes.’” 12 papers are presented at the symposium.

Ms. Keng Li-chun, head of the center’s Liaison Division is also appointed acting head of the center’s Materials Division.

The center attends the 21st Biennial Conference of the European Association for Chinese Studies (EACS) book exhibition. 234 specially-selected Chinese Studies-related publications published in Taiwan during the last three years, spanning 253 volumes, are put on show at the exhibition. At the close of the conference, all the books are donated to St. Petersburg State University.

The center partners with Fu-Jen Catholic University’s Monumenta Serica Sinological Research Center and Graduate Institute of Cross-Cultural Studies, the Monumenta Serica Institute of St. Augustin, Germany, and Jagiellonian University’s Institute of Oriental Studies, to co-host two conferences: “Sinological Studies in Central Europe: The Contribution of Missionaries and Sinologists,” is held on April 28, 2016, at Fu-jen Catholic University; and “Sinological Studies in Central Europe: Language and Culture – Literature and History – Religion and Philosophy,” is held on 5-6 May, 2016, at Jagiellonian University.

The center and the Academia Sinica Center for Digital Cultures jointly host the “International Conference on New Territory for Chinese Studies.” A total of 13 papers are presented at the conference.

The center publishes Books, Knowledge Construction and Cultural Transmission.

The Second World Congress of Taiwan Studies takes place at SOAS, the University of London on 18-20 June, 2015. The center is invited to hold a book exhibition at the Congress. Around 70 specially selected Taiwan Studies-related books and DVD titles published in Taiwan during the last three years are put on display.

The center sends a delegation to Chicago to attend the 67th Association for Asian Studies (AAS) Annual Conference, taking place on 26-29 March, 2015. While there, the center also holds a book exhibition. 474 specially-selected books and DVDs spanning 524 volumes are put on display. These high-quality Chinese Studies and Taiwan Studies-related publications were all published in Taiwan during the last three years.

The center and Rice University’s Fondren Library co-host a Taiwan Lecture on Chinese Studies. Professor Shen Tung of National Taiwan University’s Graduate Institute of Musicology is invited to give the lecture, entitled “The Love for Taiwan, Towering in the Middle of the Ocean: The Taiwan Imagination in the Compositions of Lan-Ping Zhou.” A variety of specially-selected Taiwanese music-related publications are also on display in the auditorium, including almost 200 books and audio-visual titles.

The center and Queens Library at Flushing, New York, co-host a Taiwan Lecture on Chinese Studies. Professor Shen Tung of National Taiwan University’s Graduate Institute of Musicology is invited to give the lecture, entitled “Lan-Ping Zhou and the Legend of ‘Green Island Serenade.’” From October 11-30, 2014, an exhibition is also shown. The theme is “Musical Recollection in Formosa: The Legend of Zhou Lan-Ping and Four Seas Records.”

The center and the University of Washington, Seattle, co-host a Taiwan Lecture on Chinese Studies. Professor Chen Shih-hui of the Shephard School of Music at Rice University, Houston, gives a lecture entitled, “Messages from Taiwan: Recreating Tradition Through Musical Composition.” An exhibition is also held at the university, whose theme is “Traditional and Modern Music of Taiwan,” from October 2 to December 12, 2014.

Dr. Liau Hsiu-man is appointed head of the center’s Materials Division.

From July 22-26, 2017, staff from the Center attend the 20th Biennial Conference of the European Association for Chinese Studies (EACS) held at the Universidade do Minho and Universidade de Coimbra, Portugal. The center brings with it a special selection of Chinese Studies-related books, periodicals, and audio-visual materials published in Taiwan in the last three years to display at the conference. At the end of the conference, these are gifted to the Universidade do Minho, one of the host institutions.

The center and SOAS, the University of London, co-host a Taiwan Lecture on Chinese Studies. Professor Lin Man-houng, a research fellow of the Institute of Modern History at the Academia Sinica, is invited to lecture. She lectures on two topics, “The May 26, 1971 Note: A Basis for Taiwan’s Sovereignty Claim over the Diaoyutai Islets,” and “Taiwan, Manchukuo, and the Sino-Japanese War.”

The center and Fu-Jen Catholic University’s Monumenta Serica Sinological Research Center jointly host the “First Symposium of Missionary Sinology: The Contribution of Missionary Sinology to the Knowledge of China and Taiwan.”

The center and Chang Gung University co-host the second lecture in the “Friends of the Arts: Cultural Activities and Social Networks of the Literati during the Thirteenth and Fourteenth Centuries” lecture series. Professor Zheng Jiali lectures on “A Survey of Zhejiang Province’s Extant Southern Song Memorial Tablet Inscriptions.”

The center and Rutgers University collaborate to host a Taiwan Lecture On Chinese Studies. Professor Huang Chi-chiang of the Department of Asian Studies at Hobart and William Smith Colleges lectures on “The Image of Su Shi in Southern Song Chan Texts” at the Alexander Library. The National Central Library also shows an exhibition of ancient manuscripts, entitled “A Genius of All Ages: An Exhibition on Su Dongpo.”

The center and the Houston TECO Cultural Center jointly host a Taiwan Lecture on Chinese Studies. Professor Lau Siu-hung of the Department of Chinese Literature at National Taiwan University delivers the lecture. The theme of his lecture is “Su Dongpo’s Two Moonlight Songs: ‘Jiang Cheng Zi’ and ‘Shui Diao Ge Tou.’” The National Central Library also shows an exhibition of ancient manuscripts, entitled “A Genius of All Ages: An Exhibition on Su Dongpo.”

The center and the San Francisco Public Library jointly host a Taiwan Lecture on Chinese Studies. The center and National Taiwan Normal University’s College of International Studies and Education for Overseas Chinese jointly host the “2013 Cross-Cultural Perspective on Confucian Social Order Lecture Series.”

At its first meeting, the steering committee announces the establishment of the Chinese Studies Information and Services Center.

A steering committee of scholars and experts is established to undertake the planning process.
