| 內容簡介 |
一、外交部（以下簡稱本部）為鼓勵全球對臺灣、兩岸、中國大陸、亞太區域及漢學研究有興趣之專家學者來我國各大學院校或學術機構進行研究，促進學術交流，特訂定本要點。
二、本要點獎助研究之對象為國外大學相關系所之外籍教授、副教授、助理教授、博士候選人及學術機構同等級別之研究人員。
三、本要點獎助之研究領域以臺灣、兩岸研究、中國研究、亞太研究、漢學研究之社會科學領域為主。
四、獎助金待遇及期限如下：
（一）提供最直接航程之經濟艙來回機票一張。現已在臺從事研究者，不予補助來臺機票。
（二）研究補助費於每月月初發放，計分二級如下：
1.教授、副教授、研究員及副研究員：新臺幣六萬元
2.助理教授、助理研究員及博士候選人：新臺幣五萬元
（三）受補助期限最短三個月，最長以一年為限。
（四）提供在臺研究期間意外傷害保險新臺幣一百萬元（附加意外傷害醫療保險）。
五、獎助金名額由本部視每年經費額度訂定。
六、申請人應備妥文件，向其國籍或學籍所在地之我國駐外館處提出中文或英文申請文件如下：
（一）申請表。
（二）簡歷表（含著作目錄）。
（三）研究計畫(字數不限，構想應清楚分明，作為審查委員決定獎助及獎助期程之依據）。
（四）獲我國大學院校或研究機構同意來臺進行研究之書面文件。
（五）推薦信(正本)。
現已在臺從事研究者，可逕向本部提出申請。
七、申請及遴選作業程序如下：
（一）駐外館處依本要點訂定申請簡章，接受申請，並於查核申請人所提資料後，評估其學術影響力或潛力後，決定是否推薦。
（二）駐外館處推薦人選時須㟲明理由報部，以作為遴選之參考。
（三）本部聘請學者專家及各地域司代表組成評審委員會，負責遴選事宜。
八、獲獎學人應遵守之規定如下：
（一）獲獎學人於甄選時所提之研究計畫及研究領域原則上不得變更。如未經本部同意任意變更者，本部得停止發給該項獎助金。
（二）獲獎學人應於計畫結束後三個月內送交研究結果大要予本部，在臺期間應出席本部就其研究主題所舉辦之演講會或座談會擔任發表人或與談人。
（三）獲獎學人於獲獎期屆滿後二年內，不得再提出申請。
（四）獲獎學人受獎助期間不得同時受領我政府機關、公私立學校及其他學術機構所設置之全額獎助金。
九、計畫執行如下：
(一)本部於遴選結果核定後請駐外館處轉告獲獎學人，駐外館處依據本 部核定文件，請獲獎學人簽署遵守相關權利義務之承諾書。
(二)獲獎學人申請簽證規定為：
1.受獎期限六個月以下者，駐外館處核發停留簽證；
2.受獎期限六個月以上者，駐外館處逕發居留簽證；
3.以上均免收簽證費用。
(三)獲獎學人應自行規劃安排來臺研究訪問事宜。
(四)獲獎學人應於出發前將其抵、離臺程期及駐點研究單位資料送駐外館處備查，機票由駐外館處協助購買。
(五)駐外館處於每案辦理完一個月內完成經費核銷事宜。倘遇會計年度終了未及辦理，請依規定辦理經費保留事宜。
(六)駐外館處將獲獎學人之機票影本及收據報部黏貼於支出黏存單，送部辦理核銷。
十、本要點如有未盡事宜，本部得另行研訂規範。 |

Guidelines to the Taiwan Fellowship Program
I.To encourage the experts and scholars worldwide who are interested in Taiwan, cross-strait relations, mainland China, Asia Pacific, and Sinology to conduct research in Taiwan’s universities or research institutes and promote academic exchanges, the Ministry of Foreign Affairs (MOFA) of Republic of China (ROC) has regulated the following guidelines.
II.The fellowship recipients should be foreign professors, associate professors, assistant professors, and doctoral candidates of related departments of overseas universities, and research fellows of the same level in academic institutes abroad.
III.The field of study should be social sciences, such as Taiwan studies, cross-strait studies, China studies, Asia Pacific studies, and Sinology.
IV.The granting and duration of the fellowship:
1.An economy class roundtrip ticket flying the most direct route will be provided. Tickets will not be provided to recipients who are already in Taiwan.
2.Research stipends are granted in the beginning of each month in the following two categories:
(1)Professors, associate professors, research fellows, and associate research fellows: NT$60,000.
(2)Assistant professors, assistant research fellows, and doctoral candidates: NT$50,000.
3.The minimum duration of scholarship is three months, and the maximum is one year.
4.Accident insurance of NT$ 1,000,000 is provided during the term of research in Taiwan. (This sum is also to cover the expenses incurred from the treatment of injuries.)
V.The quota of recipients is determined in accordance with MOFA’s annual budget. In principle, 30 recipients are selected each year.
VI.Applicants should submit the prepared English or Chinese documents to the ROC Embassy or Representative Office in their home countries or where their research or study is based. The documents include:
1.Application form.
2.Resume (including a publication list).
3.Research proposal (No word limits. The proposal should be well-organized, and will serve as the reference for the committee to evaluate the granting and duration of the scholarship).
4.Documents from Taiwan’s universities or research institutes granting admission to the recipient to do research in Taiwan.
5.Letter of recommendation (original).
Those who are currently doing research in Taiwan can submit the application to MOFA directly.
VII.Application and Selection Process:
1.ROC Embassies and Representative Offices abroad will provide the application form based on these guidelines and accept applications. They will then review the information provided by the applicants, evaluate their academic influence or potentiality, and decide whether to recommend the applicants.
2.ROC Embassies and Representative Offices abroad should provide reasons for the recommendation, which will be the references for selection.
3.MOFA will invite scholars, experts and representatives from departments in charge of different regions to form a reviewing committee, which will be responsible for the selection.
VIII.Recipients of the Fellowship should obey the following regulations:
1.The research proposal and research area provided in the application should not be changed unless approved by MOFA. Otherwise MOFA may terminate the fellowship.
2.The recipients should submit a solid and concise article or monograph to MOFA within three months after the end of the project. During their stay in Taiwan, the recipients should participate in the lectures or seminars related to their research topics and hosted by MOFA as speakers or discussants.
3.The recipients are not eligible to apply for the fellowship again within two years after the end of the project.
4.During the period of the fellowship, the recipients are not allowed to receive any full scholarships granted by the governmental agencies, public or private education institutions, and other academic organization in Taiwan.
IX.The execution plan is as follows:
1.After the result of selection is approved, ROC Embassies and Representative Offices abroad will notify the recipients, who will have to sign the terms of agreement according to the approved documents.
2.The recipients have to apply for visa to enter Taiwan.
(1)For those awarded with fellowship shorter than six months, ROC Embassies and Representative Office abroad will issue visitor visas.
(2)For those awarded with fellowship over six months, ROC Embassies and Representative Office abroad will issue residence visas.
3.The recipients should arrange their research and visits in Taiwan by themselves.
4.Before departure, the recipients should submit the information about their itinerary (dates of arrival at and departure from Taiwan) and affiliate research institutions to ROC Embassies and Representative Office abroad for reference. ROC Embassies and Representative Office abroad will assist in the purchase of the flight tickets.
5.ROC Embassies and Representative Office abroad should complete the cancellation upon verification within one month after the end of each case. If it is not possible upon the end of the fiscal year, the aforesaid office should reserve the allocated fund according to the relevant regulations.
6.ROC Embassies and Representative Office abroad should attach the photocopies of the recipients’ flight tickets and receipts onto the Expenditure Reimburse Form, and submit it to MOFA for cancellation upon verification.
X.MOFA shall set other regulations for matters not covered under these guidelines. |

In line with the strategy and objectives approved in 34 C/5 for UNESCO’s Fellowship Programme in application of the Memorandum of Understanding signed by UNESCO and the Korea International Cooperation Agency (KOICA) in 2010, the Government of the Republic of Korea is offering thirty (30) fellowships of no more than two months’ duration. The medium of instruction is English.
Aimed at enhancing human resources and national capacity-building in least developed countries (LDCs) in Africa, Asia and the Pacific Regions, these fellowships will enable candidates to conduct research work or participate in a training course in the Republic of Korea. Given that UNESCO and the Government of the Republic of Korea grant priority to gender equality, special attention will be given to women’s candidatures. English is the medium of instruction.

•Teacher Training in Basic Education
•Use of ICT for Education (or e-Learning); and
•Leadership in Global Education

海洋與水域是大自然中生命的泉源，然而自從人類知道利用海洋時，人類不僅孕育出以海洋為生的方法，也發展出船隻與航行的技術。縱觀歷史，人類與海洋的關係愈發密切，近海至遠洋的交通和商業也愈加蓬勃發展，但也因此開展了海上霸權的建構和海洋資源的爭奪。在希臘與羅馬時代的史詩中，奧德賽的航行與羅馬詩人們對大海的讚頌呈現出人類對於海洋的崇拜與畏懼；在東方的歷史與文學裡，海洋也賦予文學家諸多想像的空間。無論是日本的史詩、中國歷史與文學中所呈現的出航，和俄羅斯彼德大帝尋找出海港口的事實，都展現了國家建構和海港、海洋與文學想像，以及經濟發展與海洋的密切關係。
本專書徵文主題不限古今中外，凡與海洋歷史與文化有密切相關的人文及社會議題即可，可以是海洋與文學、祭典等文化層面的相互渲染，也可以是海洋與海港衍生出的經濟發展、疆域擴張、海洋資源的掠奪與保護等種種活動，而其他與海洋歷史與文化相關的移居、旅行、探險等活動的多元面貌更是值得探究的題材，例如殖民或移民情境下的身分認同、語言流變、文化適應、族裔衝突及融合問題……等。
論文請以中文書寫，字數以1萬3千至1萬6千字為原則。本中心不接受一稿兩投，凡獲本中心採用之論文，將同步收入國立中山大學電子學術資料庫，以供學術研究目的之利用。撰稿基本上以MLA格式為原則，並請參閱本中心社會研究叢刊出版撰寫體例，本中心保留修改格式之權利。
